No, actually, the rate of CVEs creation could easily be worse than nothing. It could actually not be related to the actual number of bugs in the kernel. As long as there are enough bugs (which there are in any piece of complex software) to create CVEs, you could manipulate the CVE creation rate if you were so inclined.
