Seems active to me. There are apparently even two branches: the original and then a community effort to make the code more stable at http://cinelerra.org/

I wonder what happened to Cinelerra 3?

The cinelerra.org site answers this as

* 'Cinelerra3' is now an independent project called Lumiera. The name was chosen by community vote on the best names proposed.
