If you read through the bug report, it was only reported in RHEL in November of 2007. That's less than a year ago which was well past the RHEL5.1 timeline. The fix is scheduled for RHEL5.3.
So there was a single update that the bug wasn't fixed in after it was reported. It sucks that it affected this guy, but this isn't at all unreasonable.

Except that what appears to be the same bug (same symptoms and caused by
the RH patch for the same original problem) was first reported 2006-06-27, which makes it rather less reasonable. Either they've been very slow fixing it, or their regression testing is poor and they've reintroduced it.

Unfortunately, there's always been an issue of poor communication of bugs between RHEL and Fedora. And it goes both ways: a while ago, there was a trivial local root exploit that was fixed in the RHEL version of perl-suidperl, but it took months to get the corresponding fix into Fedora.
