To do that (and have the "package descriptions" be of any use), everybody would have to agree on exactly what to package how (where the line between "runtime", "development", "documentation" lies), on versions of basic libraries and such stuff, and last but very definitely not least on where to place configuration files and how to manage them.

Won't happen in our lifetime. Or, if it does happen, I sure hope to have found something with some life in it by then on which to hack...
