The sentence can be parsed correctly, but I would claim that it's not properly written. It should instead read as follows:
To try to do so marginalizes bugs which are not so designated as somehow not worth fixing.
...i.e., move "somehow" to the second "not". That is, bugs are either so designated or not; there's no ambiguity there. It's the "worth fixing" part that's a fuzzier judgment call ("somehow").
