Well, KDE is the "K Desktop Environment", so it is a n environment. 
The "desktop" in KDE is kdesktop, i.e. the thingy which cares for the 
background of the screen with the icons and stuff.

But I'm not sure nitpicking desktop vs. desktop manager vs. desktop 
environment makes sense here.
