It also depends on the nature of the hardware. Anything that can be offloaded from the CPU onto a lower-power device would allow you to do work without CPU intervention and therefore not require the CPU to be active. We might see more offloading and more intelligent peripherals as PCIe 2.x gets marketshare, but certainly more if power savings start proving substantial.
