"Patents are essentially a bargain created by governments, granting temporary monopolies in exchange for the development of products and documentation of ideas that would not happen otherwise." Historically, patents were essentially a bargain created by governments, granting temporary monopolies in exchange for lots of money. The conceptualization you describe occurred later.
