Agreed: if the supplier will not agree to allow independent testing of its products, those products cannot be used in an election. If a state government was so foolish to sign a contract stating otherwise, and they can't get out of it, then that government will just have to eat the cost, fire the officials so stupid as to agree to such a contract, and replace the equipment with something that can be tested and proved secure.

"fire the officials so stupid as to agree to such a contract...":   they are of course "hired"
via the very system that is the problem.

For the most outrageous example of this, check the history of Chuck Hagel--he was CEO of the
company Election Systems & Software that counted his own votes...
