The attitude of the vendors here is perplexing. Having a rigorous audit trail, complete with public comment periods, formal responses to queries, etc. would all be excellent barriers to entry for would-be competitors. As things stand, anyone can whip up some GUI software over generic hardware and just bribe the same government officials. That's not much of a barrier to entry at all.
