Remember that the goal of the GNU Project is to (someday... insert HURD joke here) give birth
to GNU.  And a GNU System will look a whole lot more like a system if all or most of it uses a
common version control system.  So for Emacs, viewed seperately, it might be seen as a
political decision yet from the pov of the GNU Project as a whole picking the GNU version
control system makes perfect technical sense as well.

I don't see anything technical in your explanation. If there's a goal to create a system using only GNU tools, that's a political goal, not a technical one.

Is it really the goal of the GNU project to give birth to GNU (The GNU System)?. I thought Stallman announced that goal met long ago (with the Linux kernel being the kernel of the GNU system).
