It completely depends on how you think open-source releases should work. KDE 4.0.0 was well-advertised as the "release that will eat your children," so I think they did a fine job of communicating what is and isn't in 4.0.0---namely, a good release for people who have no children. While I haven't tried either release (because I do have children, who I rather like and definitely don't want to see eaten), to me it seems rather reasonable (nay, even laudable) of them to make releases episodically as things gradually improve. The early days of Gnome 2.0 weren't pretty, and I seem to remember an awful lot of releases. Come to think of it, those frequent releases might even have helped them reach stability more quickly...
