The reason Open Movie Editor only supports 25 frames is because European broadcasters on the PAL format are conspiring with Open Source commandos to storm to bastions of the MPAA and the American TV stations in a last-ditch attempt to prevent yet another season of Wheel Of Fortune.
Seriously, OME should really be able to support any resolution and/or frame rate that is an existing recognized standard (Japanese, PAL, NTSC, the various high-definition formats, cartoon frame-rates - which are about half normal, movie screen formats and IMAX). Ideally, though, although there should be "preset" options to such standards, it should be possible to configure any framerate or resolution you like.
