This is a minor release complying with Dirac Bytestream Specification
2.1.0. 
 
- Corrected the motion compensation block weighting matrix. 
- Fixed bug in constant bit rate module when encoding I-frame only 
  sequences
- Bug fixes in MPlayer and FFmpeg patches and  Dirac DirectShow Filter
