It starts with runlevel "boot" and then moves to runlevel "default." The scripts themselves contain information about dependencies and the init system takes care of everything. It's actually fairly nice. http://www.gentoo.org/doc/en/handbook/handbook-x86.xml? part=2&chap=4 Of course, I've never actually set up my system to actually start X from my init scripts, so I'm not sure what that would entail...
