In Germany the situation is specal.  Providers are not liable for forbidden content
(pornography for minors, "special interest" pornography as sodomy, nazi propaganda), because
they only pass it through.  BUT if the manipulate pages they may turn into a content provider
which is responsible.

Internet Service Providers are not liable for the content over their service; Internet Content
Providers are liable for the content they provide.  Good distinction to keep in mind.
