The Fedora kernel SRPM contains a broken-out patch series. The Ubuntu .deb source package for the kernel contains only a single, merged patch to the kernel.org sources.

They appear to be using git for kernel development:

http://kernel.ubuntu.com/git

Same difference really.

(Debian on the other hand, has stuck to the broken-out patch series approach.)
