de Raadt is right to be concerned about monopolies, free software or otherwise.
Why exactly? Monopolies are not bad per se; abuse of a monopoly is. If someone remains the sole provider of some good because they have the best service and the best prices around, its monopoly can even have good consequences (because this provider does not need to spend efforts in competition). Google's near monopoly on web search can be obnoxious, but it is hardly bad for people.

On the other hand, monocultures are usually considered as a bad thing, since they lead to poorer environments. Maybe that is what the author meant?
