Why do the enterprise distributions have to take so long for the new drivers etc to be introduced?

Much earlier in my career I worked as a systems programmer for an ICL mainframe user. The operating systems releases came on a 6 monthly cycle with only 2 'back' versions supported. So we were forced to upgrade at least every 18 months (though in practice we normally applied each release, after extensive testing, within 2 or 3 months) So why can the enterprise Linux distributions not work to a faster release schedule?
