See all the past issues of Wine Weekly News where I've written about the DIB engine. The general consensus right now is that a DIB engine is doable by someone with graphics experience, however getting it merged in the Wine tree will be hell. Merging it bit by bit will be very difficult. In fact, the last discussion back in April centered mostly around how to do a DIB engine development in such a way that the merges could be done slowly.

The other issue is just how much better it would be. Yes, there would be some performance improvements. Yes, it would let some things be done cleaner. But what we have now mostly works - it covers 99% of the common cases.
