The thing you're talking about is real, but I believe IDA is something different. It's hard to find good technical details (or I'm not very good at finding them, at least), but it looks like IDA has to do giving dual-core chips more flexibility when dealing with serial or asymmetric loads -- supposedly by ramping up the clockspeed on the chip that's actually working, while the other one sleeps in a low-power state, thus making more effective use of the same number of watts.
