I am looking at the issue from the perspective of a system administrator that handles a network of workstations. Linux sustems come decently locked down and thanks to the Linux package managers, it is pretty easy to manage a set of standard tools for your users. When users start downloading and installing software locally, it complicates things for the central system adminstration.
Yes, PEBKAC is a common problem, but Linux does more to protect the sanity of system administrators.
