KHNS is generally invoked by programs run by users, to install local stuff into their personal directories under ~/.kde/share; as such, the system package manager doesn't get involved. (kdelibs has long supported automatically searching these directories so apps don't need to know whether something is located in e.g. ~/.kde/share/apps/kflob or /usr/share/apps/kflob.)
