"Dependent on" ???

There are a few projects working on adding non-ASCII support, especially Unicode, to TeX: XeTeX and Omega are two. I'm currently using XeTeX: it has support for easily using platform fonts (Type1, Truetype, for instance), as opposed to the torturous method required for TeX.
