TeX (and hence LaTeX) has no support for non-ASCII character sets At least ten years ago I know I used the package inputenc in the document preamble and all latin1 characters were available. They are not always available in all fonts, of course, and fonts designed with the umlauts in-place looks better than those who gets them composed on. GIMP, and it is one of those niche programs that everyone uses because they don't have a real alternative. Except for Xara and Krita, of course...
