By the way, feel free to read the GPLv3 (draft) itself. It makes it clear that the key needed to change the Program is part of the Corresponding Source, and that it is valid to supply an offer to provide the Corresponding Source on request, rather than directly bundling the Corresponding Source with the Program itself.
