the ability to modify the core software on the system. This privilege is normally off, and cannot be enabled without a special developer key.
The DRM-clause in GPLv3 wouldn't forbid a feature like this (when the developer key is not distributed)? I guess it's not a problem, because that core software is not under GPLv3, so it's just a theoretical question.
