Relicensing is possible, it could be done over a 2-year timeframe. I wrote about how before. After writing that, I was told it's even easier than I thought. Relicensing doesn't actually require that permission be gotten from 100% of the copyright holders. About 95% is enough, and then you have to remove any of the 5% if a relevent owner complains. This is how the Mozilla codebase was relicensed to MPL+GPL despite taking public contributions for years.
