Ximian is not the commercial arm of Gnome. It is simply one of many companies that work on Gnome, and produce distributions using code released by Gnome. Other companies that do this include Mandrake, Red Hat and Sun.
Ximian's involvement in the consortium would be as representation for Ximian's interests. Not Gnome's interests (although these two do intersect in some areas).
