It's worth remembering that Peter is a well known crypto geek and was one of the contributors of source code to Bruce Schneier's "Applied Cryptography". He has his 800 slide godzilla crypto tutorial online at his University of Auckland pages. He's likely to have a reasonable understanding of the crypto implications and burders of this specification.
