A single install CD just pushes the problem around: download 3GB of ISO images before installing? Or wait and download 3GB of additional packages after the install from some repository? Oh, wait, Fedora got rid of the "install everything" option to make it much harder for you to stress the repository's server.

This could be fixed by scheduling packages for download. In other words, if the user didn't supply the CDs other than disc1, the missing packages would be downloaded on the first update.

You might want to read http://fedoraproject.org/wiki/FedoraSummit/ReleaseProcess. "Fedora Complete" would solve your problem.
