It would allow them to accept tax-exempt donations in the US, assuming the Conservancy achieves 501(c3) status. It provides them with legal representation and status in the US. In other countries, they would need to create or associate with other similar organizations.
Debian uses SPI for this purpose in the US, but other other orgs in other contries.
I'm a little dissapointed that we now have (at least) two orgs doing the same thing (SPI and SFC), but admit that given SPI's only-recent recovery from long-standing dysfunction, I can see the perceived need for a competitor.
