This release does not have any new major features yet but includes plenty of bug fixes since the 2.8.[0 1] releases.
Then why not call it stable 2.8.2 release? It's not just a question of naming. 2.9.1 is less likely to appear in stable distributions. People who contributed the fixes that went to 2.9.1 will wait much longer until their fixes are available to everybody.

Just because no new features were added, that doesn't mean that the code should be considered stable. If you rewrote an entire subsystem, for instance, you would probably bump a major rev even though the feature set might be identical.

That said, I have no insight into the changes that went into this particular release of Evo.
