I hate to be pedantic, but in your scenario how did they come by these skills that they don't value? I think you should explain that part with greater verbosity. :P

Kernel skills

Existing kernel developers would benefit. Would-be kernel deveopers would be restrained by non-modifiable software. It is like in Rice's vampire novels where one of the regular occupations of old, strong vampires is killing young ones so that they do not prosper. :P

Well, it is a bit exaggerated; high salaries make wonders to attract bright professionals. But the point is that only professionals would get to play with real hardware; there would be no place for hobbyists writing code in their spare time. In this scenario there is no way that a student anywhere might start a project as "just a hobby, won't be big and professional like gnu".
