If in 1991 the PC has had something like today's DRM to limit what can be run and people need to purchase special hardware (and probably software, assuming free tools like gcc cannot run) at some high cost to do development for the PC platform, Linux could not get contributions from so many people so easily. And it is these people who gave Linux the critical mass by 1998 before major commercial interests got interested in Linux.
