Nothing prevents a hardware manufacturer from using software under GPLv3 internally. It's only when third parties are involved that the "anti-DRM" provisions come into effect.

[sarcasm] The anti-DRM provisions come into effect "only" when third parties are involved, for example third parties to whom the hardware manufacturer wants to distribute its products to: like paying customers. Nah, never mind, lets ignore this minor special-case, you are right, why should it matter to anyone! [/sarcasm]

Actually, the goal of GPLv3 is to make customers buying products with DRM a minor special case. Something akin customers buying a Ferrari with a governor set at 50 mph :)
