If you don't want someone modifying a device... don't pass ownership on to them.

If you pass ownership on to someone else but then attempt to prevent them from modifying it, I wouldn't just call that a violation of the intent of the GPL... I'd call that fraud.

There are, of course, many devices in our lives whose manufacturers make it hard or impossible for us to modify them. That's not in any way fraud, so long as they made a good-faith effort to make sure the device does what it was sold to do.

By your reasoning, credit card companies are comitting fraud by not letting you easily change the identification on credit cards to match those of Bill Gates.
