Yes there's a serious tension between the requirement for security updatage and the consequent potential of box breakage.
Not everyone in the hierarchy around a product can understand the importantance of a security issue which is only theoretical until exploited, but everyone can understand meddling with boxes at unwittingly happy customers and breaking or bricking them. Since not updating costs nothing until there is an actual crisis, that is the path of least resistence. I guess the "fix" will be to make security updates available, but make it the customer's problem and action to go get them.
