Agreed. Please, change the article's title to something that doesn't directly contradict its content.

The center of the article was about a proposed RESOLution. I don't know about Debian in particular but often proposed resolutions contain phrasing like "Resolved: Foo should be Bar." The title is just fine, reasonably clever, actually.

Even if there is a literal interpretation that does not contradict the article, this is not the obvious interpretation of the title. The title is misleading, even if it is not technically "false".
Yes, in the mainstream trade rags you sometimes see "clever" titles that give a false impression in order to grab attention. Kind of like how Slashdot uses intentionally inflammatory leads in order to attract posters. But I would hope that LWN aspires to higher standards.
