The title of this article makes no sense. Reading the body it is anything but "resolved".

I don't know about Debian in particular but often proposed resolutions contain phrasing like "Resolved: Foo should be Bar." The title is just fine, reasonably clever, actually.

The title is misleading, even if it is not technically "false".Yes, in the mainstream trade rags you sometimes see "clever" titles that give a false impression in order to grab attention. Kind of like how Slashdot uses intentionally inflammatory leads in order to attract posters. But I would hope that LWN aspires to higher standards.
