No, as I said before, the GPL doesn't say that you have to write a
Makefile if there isn't any. In fact, a lot of programming languages
don't need Makefiles. What doesn't exist does not have to be written by
people distributing binaries.
What it does say, is, if there is a Makefile, it is part of the source
code of the program and does need to be part of your source code
offer/distribution.
