The GPL says that in order for it to be specially allowed for you to distribute the program (which is not normally allowed), you must provide the build system under the same terms.

You can argue until you are blue in the face that the build system is a seperate work, but unless you can fulfill the GPL's requirements you are not granted the right to redistribute the software. GPL cannot force you to license the build system under GPL, but since it considers the build system to be part of the necessary valid version of the work, you must meet its expectations in order for the world to be distributable.

You could perhaps argue that there is some kind of undesired effect here, but that is a different point entirely.
