One problem that doesn't solve is that udev configuration is also potentially version dependent. Spare me from /etc/udev/`uname -r`.

It used to be 'userspace', but that is blurred by kernel-aware userspace utilities and libraries. I think config file parsers are a great place to maintain backwards compatibility (sendmail.cf notwithstanding).
