Well Longhorn will run under Xen pretty much irregardless of weither Microsoft likes it or not. Same thing with XP, W2k, Win98, and pretty much any other x86 operating system.
The only way that it wouldn't work is if Microsoft designed it specificly not to by invocing some of that TPM based stuff and set it up so the kernel would refuse to run in a VM.
So it has to be something about driver standards or more then likely management applications. Like you need tools to help you invoke new environements, manage ram, migrate operating systems between machines and the like.
