If a president holds a speech that it would be a good idea to disband the
army that will cause a lot of discussion. However, that does not mean
it is necessarily a good speech.

that there is a difference between an editor and a Commander in Chief.

Powerful interests don't need to 'hold speeches' when they 0wn the
network media and the voting machines.
