Linux Journal looks at the GNU
Bayonne project. "GNU Bayonne is the telecommunications
application server of the GNU Project. With the introduction of embedded
SQL support, we are now actually close to having what I hope will be a new
stable Bayonne base release, 1.2. Ideally, I would like to introduce a 1.2
release in late January, around the time of LinuxWorld in NYC. However,
there are a number of specific things that I think need to happen before we
can do a 1.2 release."

What exactly *is* GNU Bayonne?
I try to find out every now and again but just get frustrated. I know the FSF use it internally, so it's usable, should/could I use it in work? I install it on a PC right? what does it do then?

You need some telephony hardware on your machine. Bayonne will use it.
Dummy driver that doesn't need any hardware except soundcard is still
in the TODO list.
Bayonne can talk over the phone. It can be used e.g. to implement a
voice menu, e.g. "press 1 for reservations, press 2 for order information,
press 3 to talk to the service representative, press 0 to return to
the previous menu". Some basic phrases are included in several languages.

As far as I can tell, Bayonne offers a free software alternative to the complex back-ends that tie together corporate telephone systems (voice mail, call routing/forwarding/conferencing, etc.). You supply the sprawling hairball of telephone hardware and Bayonne will provide the back-end bits, bytes, and DB connectivity to turn it all into a cleanly manageable telephony system. No small feat, fer sher.

Does it support a Voice Modem? Will it work as an answering machine?

The voicemodem driver does not currently work beyond detecting that a modem is there. Work is being done to support voice modems via the libvoice library included with the mgetty-voice package by Gert Doering and friends.
You are better off searching for "voice modem" and "answering machine" on
Freshmeat.net.
