Description:
    Conary 1.0.16 is a maintenance release.
    
    Build Changes:
     o  A check has been added to the cvc commit command that ensures a
        .recipe file exists in the CONARY state file.
     o  Recipe classes can now set an abstractBaseClass class variable.
        When set, Conary will not require a setup() method in the class.
        This is used for creating superclass recipes where setup() methods
        are not needed.
    
    Server Changes:
     o  A new entitlementCheckURL configuration option has been added.
        This is a hook that allows external validation of entitlements.
     o  The Conary Repository web interface look and feel has been updated.
        The interface will look incorrect unless conary-web-common 1.0 or
        later is installed.
    
    Bug Fixes:
     o  When running the cvc log command on a newly created source component,
        cvc now errors gracefully instead of tracing back. (bz #538)
     o  Conary now changes to the / directory before running tag scripts.
        (bz #1134)
     o  Running cvc co foo=invalidversionstring now gives a more helpful
        error message. (bz #1037)
     o  Cloning binary troves uphill now correctly checks for the source
        trove uphill.
     o  A bug that would cause the conary migrate to raise a KeyError when
        updating a group that referenced the same trove twice (through two
        subgroups) has been fixed.
     o  A bug that caused miscalculations when determining whether a shadow
        has been modified has been fixed.
     o  A number of bugs affecting resetting distributed changesets have
        been fixed.
     o  A bug in the MySQL dbstore driver that caused the wrong character
        encoding to be used when switching databases has been fixed.
    
    Conary Policy: The conary-web-common package has been updated at the
    same time, and conary-web-common 1.0 has been released with updated
    stylesheets and graphics.
