A certification must be as coupled as possible to a specific technology/system/application, which requires that the vendor/manufacturer must control and develop the certification, without any 3rd parties involved. I'm sorry, but I don't understand your argument; you don't seem to support it. Being vendor neutral is the only asset LPIC has, as I understand it.
