While it's true that the supported upgrade process is 4.10 -> 5.04 -> Dapper, it's not true that it's exactly the same thing. Requiring an extra downtime, and only a few months apart at that, is usually considered much worse than having just one downtime, even if the total amount of outage time is the same.
And, the total amount will never be the same: upgrading first to 5.04 and making that work, then upgrading later to Dapper and making that work will unquestionably take longer than doing both upgrades at the same time, and making the end result work.
That being said, I strongly doubt whether anyone who would care about these kinds of issues is running Warty. These issues matter to people in server rooms, etc. where downtime costs $$, and I can't imagine anyone running Warty (the first release of a brand new distro!) in that sort of environment.
