If fewer people run the dev distro as a day-to-day distro, it won't get so much testing and the final release will need more patching.

There is also the problem that in many cases the current development distro is less buggy than the previous stable distro. The stable distro has older packages which frequently have known, unfixed bugs. For example, I'm currently running Dapper and am having fewer problems than I was with Breezy.
