Not sure about FTP but HTTP is implemented incorrectly by Opera. What's more: it's not just simple unfortunate misprint in implementation. Nothing like this. It's deliberate breakage introduced after W3C expressly pointed to this wrong behaviour in Common User Agent Problems document.
More: it was even not breakage to make "Opera behave just like MS IE" (unfortunate but understandable disease). MS IE will never show document of application/octet-stream type in window as text - Opera will happily do this since "it knows more about web site's content then web-site's creators".
So, no Opera does not implement HTTP correctly - it does not even try to do so... It's implementation is even more broken the MS IE's one - and that's not easy feat.
